Aeroflex / Weinschel programmable step attenuator, model 9959. Unit has been powered and tested using a vector network analyzer. At 0dB attenuation (no relays driven) the 100 MHz insertion loss (per the table and the VNA) 4.6682 dB, and switching the 10 dB attenuator brings the total attenuation to 14.619, so if you now subtract the 0 dB value, 4.6682 from the 10 dB value, you can see that the 10dB attenuator adds 9.9508 dB.
